게시판관리자에게 비회원글이 메일로 발송이 안되네요?

게시판에 글을 올리면 게시판 관리자에게 메일을 발송하고 싶은데

비회원이 글을 올리면 메일이 발송이 안되고 관리자나 게시판 관리자로 글을 올리면

메일이 발송 되는데 어디가 문제일까요? 알려주시면 감사하겠습니다
