sql 오류 관련해서 문의 드립니다. ㅠㅠ

// 중복등록 체크
$sql = " select count(*) as cnt
 from {$g4['yc4_item_stocksms_table']}
 where it_id = '$it_id'
 and ss_hp = '$ss_hp'
 and ss_send = '0' ";
$row = sql_fetch($sql);​

위와 같이 sql 문을 작성하면 아래와 같은 오류 메세지가 나옵니다. 왜 그런건가요?

해결방법이 있으면 답변 부탁드립니다.

select count(*) as cnt from where it_id = 135601223764 and ss_hp = 000-0000-0000 and ss_send = 0
