말 그대로 파일에 대한 접근할 갯수가 정해져 있고, 그 정해져 있는 숫자를 넘어 섯다는 이야기 인데.
보통은 접속이 몰리면 이러한 현상이 발생하기도 하지만, 그것보다는 파일을 열고 강제로 종료 하지
않는 경우나 while() 같은 걸로 열기만 하고 닫지 않는 경우도 있을듯 한데요.
