2. Zend Studio. Very nice IDE, multiplatform (Windows, Linux, Mac OS X), with PHP 5 support, excellent debugger (local and remote) and profiler.
Only dowsides are that it is written in Java (uglish GUI), and expensive, 249$. But you can download 21 day free trial version, which after expirations turns into Personal Edition -- limited, but still with functional local debugger.
It compiles as a module into PHP and allows you to display useful information such as stack traces instead of the normal uninformative error messages.
4. NuSphere - PHPEd (using the DBG debugger extension)
starts faster, doesn't need much resources, and has more advanced debugging options
supports developing and debugging Perl, Python, Tcl, XML, and XSLT in addition to PHP. both are available for windows and linux
