utf-8 섭에서는 잘되는뎁 euc-kr 에서는 오류가 나요...ㅠㅠ

설정 이것두 햇어요ㅎ php_flag allow_url_fopen 1
폴더도 올리고 설정 다 했습니다..ㅎ
