xampp로 파일업로드

xampp로 파일업로드하는데 안올려지네요 php ini에도 세팅 다해놨는데 httpd.conf 여기랑 수정해놨는데
안올려지네요 제가 로컬에서 공부삼아 해봤는데 안되네요 뭘 또 수정해야되요?

php.ini 에서
file_uploads = On
설정하시고 재시작만 하시면 왠만하면 되는데...
서버 재시작 해보셨나요? 아니면 php 업로드는 하는 소스쪽에서 디버그 로그를 찍어보세요
