상황을 보니 UTF-8버전을 설치 하신것 같은데 DB는 EUC-KR 인것 같은데요.

파일이 덜 올라간것은 아닌지 확인해보세요.
디비의 캐릭터셋 문제는 아닌것 같습니다.
그것보다는 include_once 의 기능에서 오류가 나는 것으로 봐서는...
파일이 부족하거나,
서버에서 include_once 기능이 오작동을 일으키거나를 점검해보는것이 좋을듯

constant.php를 수정하시 거 같네요. 그런데 맨 마지막 ?>다음에 공백문자를 포함한 어떤 문자가 들어가 있을 겁니다. 그거 제거하면 될 듯합니다.
원인:
"Cannot modify header information - headers already sent" 이 메시지는 header전송이 이미 이루어졌다는 이야기인데요. 헤더가 전송되는 시점이 원래는 head.sub.php입니다.
그런데 그 전에 읽혀지는 파일이 common.php이고 거기서 불러들이는 파일들이 있습니다. 그중 하나가 constant.php입니다. head.sub.php파일이 읽혀지기 전에 common.php를 포함한 불러들이는 파일들 중에 어떤 것도 공백문자나 어떤 문자가 오면 안됩니다. 단 엔터는 한번만 허용이 됩니다. php 특성상 "?>"다음에 오는 엔터는 무시되기도 합니다.
원래 그누파일끝에 보면 ?>다음에 공백문자를 포함한 어떤 문자도 오지 않았을 겁니다. 그런데 constant.php를 수정하셨거나 혹은 열어보다가 맨 마지막에 ?>다음에 어떤 문자가 들어간 걸로 생각됩니다.
